Overview: Gives instructions to preserve health and life, avoid contact and spread of the COVID-19 coronavirus, guarantee the supply and provision of basic food and services, in accordance with the health emergency.
Order the mandatory preventive isolation of all the inhabitants of the Republic of Colombia, from zero hours (00:00 am) on March 25, 2020, until zero hours (00:00 am) on day 13 of April 2020, in the context of the health emergency due to the Coronavirus COVID-19. (It determines 34 exceptions as long as they can prove and demonstrate the exercise of their functions)
Suspend from zero hours (00:00 a.m.) on March 25, 2020, until zero hours (00:00 a.m.) on April 13, 2020, domestic transportation by air. Domestic transportation by air will only be allowed in the following cases:
1. Humanitarian emergency.
2. The transportation of cargo and merchandise.
3. Act of God or force majeure.
Prohibit within their territorial constituency the consumption of alcoholic beverages in open spaces and commercial establishments, from the effective date of this decree and until Sunday, April 12, 2020. The sale of alcoholic beverages is not prohibited.

Evidence/Justification: By March 17, 2020, the Ministry of Health and Social Protection had reported that 75 cases of people infected with the Coronavirus COVID-19 were present in the country, a figure that has been growing at the country level as follows: 102 people infected as of March 18, 2020; 108 people infected as of March 19, 2020; 145 people infected as of March 20, 2020, 196 people infected as of March 21, and today, March 22, 2020 at 9:00 am, a total of 231 confirmed cases of people infected with the new Coronavirus are reported. COVID-19, and the unfortunate death of two (2) people.
In accordance with what the Ministry of Health and Social Protection has stated, to date there are no pharmacological measures, such as the vaccine and antiviral drugs that allow to effectively combat Coronavirus COVID-19, for which it is required to adopt non-pharmacological measures that they have an important impact in reducing the risk of transmission of the Coronavirus COVID-19 from human to human, within which is respiratory hygiene and social distancing, a measure that has also been recommended by the World Health Organization.
Notwithstanding the different measures adopted by the territorial authorities, it is necessary to issue instructions that allow the entire national territory to adopt in a unified, coordinated and organized manner the measures and actions necessary to mitigate the spread of the Coronavirus COVID 19.
