Overview: A health emergency is declared. Total closure of borders. No vehicles are allowed to circulate. Mobility is restricted to one person per family once a week. The State will pay for the consumption of electricity for the poorest households and will subsidize part of the consumption of the rest. The State will pay 50% of water bills.
