Overview: Health Mandate 014 implements non-congregate shelter quarantine and isolation solutions to prevent the spread of COVID-19 among vulnerable populations such as the homeless, first responders, and healthcare workers. In accordance with the Stafford Act, state public health officials may be reimbursed, including costs for Non-Congregate Sheltering (NCS) for both state and local jurisdictions to protect vulnerable populations.
