Overview: The Ontario government is extending the Declaration of Emergency, under the Emergency Management and Civil Protection Act, until June 2, 2020. This will allow Ontario to enforce current emergency orders, such as restricting long-term care and retirement home employees from working in more than one facility and prohibiting events and gatherings of more than five people. The House also passed the COVID-19 Response and Reforms to Modernize Ontario Act, 2020. This Act will help people conduct business while practicing physical distancing through a number of specific measures, such as allowing electronic filing of business registration documents.

Evidence/Justification: The justification for the extension of emergency orders is to provide the province with additional time to ensure the necessary tools and healthcare capacity are available to contain COVID-19, while maintaining gradual and safe reopening of services and businesses. The legislation aims to modernize some community and economic activity to ease and improve safety of certain interactions.
