Overview: Executive decree that adopts the necessary measures that are essential and cannot be deferred, contained in the National Plan for the threat of the outbreak of the new coronavirus (2019-nCoV), defined by the Ministry of Health.(MINSA)
The Ministry of Health adopted all ordinary and extraordinary measures to monitor and surveillance travelers from affected or at risk countries.
All natural or legal persons, public or private, have the obligation to notify the Department of Epidemiological Surveillance at the national level, in a timely manner, about travelers from affected or at risk countries.
The organizers of events of more than 20 people must notify MINSA 1 month in advance of the activity in order to obtain permission to celebrate the activity once the situation has been evaluated by MINSA.
The collaboration of the private sector in the adoption of risk prevention and control measures, as well as the disclosure of the information required for the population, is indicated as mandatory.
The hiring of assistance, transitory and necessary services personnel is authorized in an expedited manner to face this public health event.
It is ruled that MINSA is the only entity authorized to disclose information regarding the Outbreak (2019-nCoV), for which the mass media of Panama and the institutional officials of public relations, must coordinate with MINSA everything related to the disclosure of information and news to ensure that the information offered to the public is based on science and facts.

Evidence/Justification: The occurrence of outbreaks of the new Asian coronavirus with spread in other countries due to large population movements, is projected to increase significantly due to the transmission of the virus from human to human, Panama being the Hub of the Americas, in terms of the transport of passengers by air and sea are obliged to be prepared and have the basic capabilities in accordance with the International Health Regulations (RSI-2005) and the WHO recommendation.
That on January 27, 2020, WHO raised to * HIGH * the international threat due to the Coronavirus epidemic, for which reason PAHO urges countries to increase vigilance regarding the possibility of receiving travelers from countries where there is transmission of the virus.
Tocumen International Airport reported between January and December 2019 a total of 16,582,601 passengers, which represents a growth of 2.09% over the previous year.
149,808 aircraft movements were carried out throughout the year, 1% more with reference to 2018, which represents a daily average of 410 landing and takeoff operations.
