Overview: Recommendations/Operational Guidelines on strict implementation of Enhanced Community Quarantine in the whole island of Luzon in the Philippines as declared by the President of the Philippines on March 16, 2020 through memo released by the Executive Secretary. Implemented by several agencies under the Executive Branch of the Philippine Government (DOH, DFA, DILG, DOLE, DOJ, DOT, DOT, and DICT)

Source of Evidence or Justification: World Health Organisation, National – government
Evidence/Justification: Philippines was placed under State of Public Health Emergency on March 8, 2020 due to emerging reported cases of COVID-19.

Rise of number of positive covid-19 cases reported by DOH rose up to 187 people by March 15, 2020. DOH presented evidence of continuous rise in number of COVID-19 positive cases in the Philippines. As a result, IATF recommended raising Code Alert Level for COVID-19 to Code Red Sublevel 2.

With the rise of COVID-19 cases and impending public health emergency, the Office of the President, through a memo from the Executive Secretary, declared an immediate implementation of the Enhanced Community Quarantine over Luzon Island starting March 15, 2020.

Also, President Rodrigo Duterte issued Presidential Proclamation No. 922, entitled “Declaring A State of Public Health Emergency in the Philippines” and Presidential Proclamation No. 929, placing the entire Philippines under A State of Calamity in response to the global COVID-19 outbreak.

DOH then issued Administrative Order on including the COVID-19 in the list of Notifiable Diseases for Mandatory Reporting to DOH to help prevent the spread of the disease.
