Evidence/Justification: Issued in response to Memo of Executive Secretary, Office of the President on issuing enhanced community quarantine (ECQ) over Luzon Island beginning March 15, 2020 in adopting, coordinating, and implementing guidelines which the IATF may issue on the COVID-19 situation. Also issued in response to previous IATF recommendations/resolutions since January 28, 2020, upon acknowledgement of presence of COVID-19 in the Philippines.

There were ongoing consultations between IATF and its TWG on management of COVID-19 with scientific and technical experts from the academe, financial/economic, medical, and security sectors, and upon recommendation of heightening the COVID-19 alert level status to Code Red Sublevel 2 on March 14, 2020.
