25 March 2020 – Public transport suspended, non-food shops closed

Lead People/Agency: State House of Uganda, effectively President Yoweri Museveni. Implementation is done by the Uganda Police Force (UPF) and Uganda People’s Defence Force (UPDF). Other elements such as the reduction of staff presence in MDAs (ministries, departments, and agencies) are the responsibility of each respective government entity. Usage of vehicles for health emergencies is implemented by the respective District Health Officers (DHOs).

Overview: Suspension of all public transport and limitations of movement of private cars to a maximum of 3 persons per vehicle for 14 days. All non-food shops and markets were also closed indefinitely. Boda-boda vehicles (motorbikes) are prohibited from transporting passengers, but are allowed to continue food and other related deliveries. Government ministries, departments, and agencies should operate with a skeleton staff and all government vehicles are to be deposited at their respective district headquarters for usage at the discretion of the District Health Officer (DHO). The target audience affected was all persons using such means of transport and other individuals who depend on these systems for survival.
