Type of Justification: Perception of an increased threat
Evidence/Justification: In addition to the measures taken on March by the Government, the President decides: the state of health emergency throughout the national territory; home confinement of the entire population, except those working to provide essential goods and services; a ban on traffic throughout the national territory, with the exception of trips deemed essential; the closure of all points of sale other than those for food and essential products; the regulation of sales on the state markets; the establishment of a curfew from 8 p.m. to 5 a.m; the general mobilization of the defense and security forces to ensure that these decisions are fully respected; the creation of a National Solidarity Fund to support businesses, compensate for lost income from working people and help vulnerable people. This fund must mobilize at least 100 billion CFA francs during April 2020.
