Lead People/Agency: The Government of Borno State made the decision with the Governor Professor Babagana Umara Zulum directing total lockdown of the state.

Overview: The total lockdown of Borno state will see the cessation of all movements in Borno State for an initial period of 14 days with effect from Wednesday, April 22, 2020 by 10.30p.m. All citizens in Borno State are to stay in their homes. This means all public gatherings are restricted while offices and businesses in Borno State are to be fully closed during this period. The lockdown is to prevent further spread of the coronavirus disease (COVID-19) in the state.

Evidence/Justification: The Governor said in a statement that after confirmation of the states index case by the Nigeria Centre for Disease Control (NCDC), it brought a strong and dangerous warning and in exercise of the powers conferred on him, the governor ordered the total lockdown of the state.
