Overview: Phase II of Luxembourg’s coronavirus recovery plan is launched. Phase II enables most shops to reopen; museums, libraries, and national archives may also resume operations.The government has also eased restrictions on gatherings, allowing outdoor public gatherings of up to 20 people. Social visits of up to six people in addition to members of the host household are also allowed.

Evidence/Justification: The decision to launch Phase II is taken by the Government on the recommendation of the Prime Minister and the Minister of Health, and it is based on close monitoring of the evolution of the number of newly infected people in the population and an estimate of available hospital capacity in the short and medium term.
