Level of Jurisdiction: National
Overview: The French government announced that it no longer required people returning from China or Italy to self-isolate.
The government acknowledged that the country was moving from Phase 1 of the pandemic, during which the threat of infection was mainly from travelers coming back from highly-infected countries, into Phase 2, during which the threat of infection was from people in infected areas of France.
As such, it ended the Phase 1 policy that required people returning from “orange zones,†or countries with many COVID-19 cases, to self-isolate.
In particular, it allowed students returning from Lombardy or Veneto to return to school. It identified certain “cluster†areas within France, l’Oise and Haute-Savoie, and acknowledged that as infection rates increased, the country would move into Phase 2.
