Type of Justification: Perception of an increased threat
Evidence/Justification: After several weeks of small to none daily increase in new cases of covid-19, Croatia saw several days with double-digit increase. Two new major clusters emerged, around Adria tennis tournament (with top international tennis players infected; PM was in attendance too) and in a Roman Catholic convent where two nuns returning from overseas were shown to be positive. New cases were found in hospitals as well.
