Evidence/Justification: Eventual reopening to travel is important for economic and social factors. The taskforce considers the type of bilateral discussions that have taken place to date, including ‘Green Lanes’ , and considers that some other countries have been succcessful in limiting the transmission of COVID, sufficient to consider the risk of imported cases over gradually opened borders that facilitate trade and interaction
