Overview: The following arrangements were made in terms of usage and management of the StaySafe.PH (contact-tracing) application:
– A deed/agreement shall be entered by Multisys Technology Corporation and DOH (Department of Health) on the donation StaySafe.PH.
– DICT (Department of Information and Communications Technology) and NPC (National Privacy Commission) shall issue a certification that the donation is technically feasible and secure. Furthermore, it must be able to perform Bluetooth digital contact tracing, and will serve as the frontend application system for LGUs.
– The function of the StaySafe.PH application will be limited to the collection of data, all data collected will be stored on DOH’s Covid-Kaya.
– StaySafe.PH shall be migrated to Covid-Kaya.
– Multisys is given 30 days to comply with the directives.
The following recommendations from DTI (Department of Trade and Industry) on the reopening of dine-in food establishments shall also be adopted:
– The minimum public health standards protocol is cleared for distribution to and compliance of the sector.
– Gradual reopening in areas under GCQ may begin on 15 June 2020 at 30% operational capacity. Venue should allow for social distancing and businesses are compliant with the protocols prescribed by DTI.
– Continued operations shall be subject to compliance with health protocols set by DTI, DOLE, and DOT, which shall be assessed through a post-audit mechanism to be led by the aforementioned departments together with DOH, DILG, and LGU Health Office.

Evidence/Justification: On 30 March 2020, the IATF created a sub-technical working group to develop a science-based approach in determining whether the Enhanced Community Quarantine (ECQ) should be lifted or extended by defining the parameters in assessing the Philippine’s COVID-19 situation. And on 3 April 2020, the IATF was able to finalize the parameters for the lifting or extending of the ECQ in Luzon. The parameters included trends on the COVID-19 epidemiological curve, health capacity of the country, social factors, economic factors, and security factors.
On 27 May 2020, an updated risk classification was released with the goal of balancing economic activity and public health. And as of 10 June 2020, the total number of confirmed cases in the Philippines is 23,732.
