Evidence/Justification: Decision to extend ECQ was based on the work of the sub-technical working group on data analytics sponsored by the IATF and chaired by DOH. The group is composed of members from the Philippine Council for Health Research and Development, Department of Science and Technology, and Ateneo de Manila University FASSSTER Team, Philippine Institute for Development Studies, Volunteer Group from Asian Institute of Management and UP College of Medicine, University of the Philippines-Manila College of Public Health, Epimetrics, Inc .and Volunteers from the Ateneo School of Medicine and Public Health.

Also, upon recommendation of IATF in their joint resolution dated April 6, 2020 (IATF Joint Resolution No. 20, not yet published on the internet as of April 23, 2020) and with the continuing rise of number of COVID-19 cases (3,764 cases reported as of April 7, 2020), the Office of the President recommended to extend the ECQ until April 30, 2020. The memo is also pursuant to Presidential Proclamation No. 922, entitled “Declaring A State of Public Health Emergency in the Philippines” and Presidential Proclamation No. 929, placing the entire Philippines under A State of Calamity in response to the global COVID-19 outbreak, as well as RA 11469 or “Bayanihan to heal as one Act”.
