Lead People/Agency: The decision was made by the Minister of Health and supported by the President of Uganda. The implementation of the intervention is the Minister and Ministry of Health, and associated officials listed in the legislation including medical professionals, and local government officials.
Overview: Legislation by the Minister of Health requiring notification of health officials regarding suspected or confirmed cases of COVID-19 by local government officials or medical professionals. It also specifies control of public gatherings prohibiting schools and institutions of higher learning from operation until April 18, bars and cinemas until April 16, religious institutions until April 16, marriage ceremonies with no more than 10 people until April 18, public gatherings until April 18, indoor and outdoor sports events until April 18, and trading of live animals until April 18. Spitting was also prohibited. The target audience was all individuals in the affected institutions/areas of employment, as well as medical and governmental professionals on the frontlines. The intended effect was the legal backing for a country-wide lockdown.
