Overview: Announcement of mass screening; creation of 60 centers; free laboratory tests in public health facilities. On the social plan: for economically weak populations, Gabonese state will pay water and electricity bills and of rents; public land transportation will be free; introduction of unemployment benefit; weak salaries will be maintained; creation of a food bank. On the economic plan: service companies and small businesses, reduction of half of patents and synthetic taxes; reduction of taxes for corporate citizens that will maintain the job; creation of the emergency funding for companies; for any company that is going out of business or in great difficulty, a moratorium on the maturities of debts owed to the banks will be applied without any penalty; premiums granted will be tax exempt.
