Overview: IATF approves the following directives: (1) The National Task Force shall evaluate ground-level response measures in all LGUs in Metropolitan Cebu for 1 week starting June 22, 2020, due to continuing increase in number of new cases and further community transmission in many barangays of Cebu City, along with the creation of the NTF emergency operations center in Cebu City for monitoring of new COVID-19 cases in Region VII: (2) directing the IATF sub-technical working group on Data Analytics and other partner working groups (including the UP System Planning Group) to begin the second and third phases of the National Action Plan; (3) harmonization of the “Balik-Probinsya” program by the NTF; (4) for the Department of Transportation to come up with the safest and most effective methods for regulating transportation of motorcycles with back-riding options; (5) to draft guidelines on entry of foreign seafarers by concerned agencies; (6) to create an inventory of issued IATF IDs; (7) to allow continued participation of the Philippines in the WHO Solidarity Trial for COVID-19 vaccine; and (8) IATF approves new amendments to Omnibus Guidelines on Community Quarantine, which was previously approved through Executive Order (EO) No. 112.

Evidence/Justification: On 30 March 2020, Executive Order No. 112 was issued, imposing Enhanced Community Quarantine and General Community Quarantine from May 1 to 15, 2020, adopting also the Omnibus Guidelines on the Implementation of Community Quarantine by the IATF. Resolution is also passed in light of developments of the COVID-19 situation for June 2020, and with the tally of 21,895 confirmed cases in the Philippines as of June 18, 2020.
