20 March 2020 – Judiciary suspends court proceedings for 32 days

Lead People/Agency: The Chief Justice of the Ugandan Supreme Court. The implementation of this intervention is at all levels of the judiciary.

Overview: Suspension of all court hearings and appearances for 32 days from the 20th March. The target audience was all individuals associated with the judiciary including judges, lawyers, and accused/convicted criminals. The intended effect was to reduce the spread of COVID-19 in line with the earlier directive from the President’s Office.

Evidence/Justification: The justification was in response to the official policy directive from the President’s Office. The President’s Office made reference to Ugandan scientists and other jurisdictions, but without clear reference. The Judiciary did not provide justification beyond adhering to that directive.
