Implementation is leading by Ministry of Health and the governors and mayors so that, within the framework of their constitutional and legal powers, they adopt the instructions, acts and orders necessary for the proper execution of the mandatory preventive isolation measure for all the inhabitants of the Republic of Colombia.
Overview: The National Government issued Decree 593, of April 24, 2020, which increases from 35 to 41 the economic activities excepted from the Mandatory Preventive Isolation. Decree 593 provides instructions for compliance with Mandatory Preventive Isolation throughout the national territory between Monday, April 27 and Monday, May 11. The measure orders the governors and mayors so that, within the framework of their constitutional and legal powers, they adopt the instructions, acts and orders necessary for the proper execution of the Mandatory Preventive Isolation measure.
7 new exceptions:
The execution of construction works of buildings and activities of legal guarantee on the same construction, as well as the supply of materials and supplies exclusively intended for the execution of the same.
Product Manufacturing: The chain of production, supply, storage, repair, maintenance, transportation, marketing and distribution of textile, leather and apparel manufacturing; wood processing; manufacturing of paper, cardboard and its products and derivatives; and manufacture of chemicals, metals, electrical, machinery and equipment. All the above products must be marketed through electronic commerce platforms or for home delivery.
Outdoor physical and exercise activities: The development of outdoor physical and exercise activities of people who are in the age range of 18 to 60 years, for a maximum period of one hour daily, according to the measures , instructions and schedules set by the mayors in their respective territorial jurisdictions. In any case, the biosafety protocols established for this purpose must be followed.
The realization of property appraisals and the carrying out of studies of titles that have as their object the constitution of guarantees, before entities supervised by the Financial Superintendence of Colombia.
Bicycle parts and accessories: The manufacture, repair, maintenance and purchase and sale of conventional and electric bicycle parts and accessories.
Public parking for vehicles.
Operations of games of luck and chance, permanent bets, chance and lottery.

Evidence/Justification: According to the information provided by the Ministry of Health and Social Protection, on March 31, 2020, a total of 906 cases of contagion were reached in the country, of which 144 (15.8%) were under study, date for the which showed that in this follow-up in more than 10% of the cases, it was not possible to establish the source of infection, so the country ended the containment stage and began the mitigation stage of the Coronavirus pandemic COVID19.
